* Energy Conservation Bill Passed, Electric Rate Cap Mitigation Left For Another Day
The General Assembly gave final approval to a sweeping energy conservation legislation--House Bill 2200 (George-D-Clearfield)-- that would require electric utilities to reduce peak demand by 4.5 percent by 2013. Left for next year were proposals to further mitigate the impact of electric rate caps expiring in 2010.
* State Budget Deficit Could Reach $3 Billion Next Year
The Senate Appropriations Committee this week heard estimates the state budget structural deficit for next year could be as high as $3 billion. The Committee invited Budget Secretary Mary Soderberg to discuss the impact of declining state revenues in the face of a worsening national economy.
* Clean Water Referendum - Vote Yes For Clean Water - Free Information Kit
This November 4, voters will have the opportunity to support a Clean Water Referendum that will provide $400 million to help repair and upgrade Pennsylvania's aging water and sewer systems.

Montrell, a candidate in the Elect To Conserve special election on www.iConservePA.org wants to protect water quality in Pennsylvania.

With the end of the legislative session in mind, the Senate Environmental Resources and Energy Committee this week unanimouslyapproved extending its review of two regulations proposed by the Environmental Quality Board and recommended a third regulation be disapproved.
* Northeast PA Environmental Partners Announce Award Winners, October 29 Dinner Plans
The Northeast Pennsylvania Environmental Partners this week announced the recipients of their Environmental Partnership Awards for 2008 and plans for their October 29 awards dinner at the Woodlands Inn & Resort in Wilkes-Barre.
* Cindy Dunn Receives Environmental Leadership Award For Work With PA Rivers
The Alliance for the Chesapeake Bay announcedCindy Adams Dunn, a Deputy Secretary with the Department of Conservation and Natural Resources, isthis year's winner of its Environmental Leadership Award. The award is given each year in honor of Fran Flanigan, former executive director of the Alliance.

* Final Conservation and Management Plan Released For Beaver River
The final Conservation and Management Plan for the Beaver River in Beaver and Lawrence counties was released this week by the Pennsylvania Environmental Council.
* Workshop Proposals Due For 2009 Connecting Communities To Creeks Conference
The PA Land Trust Association is now accepting workshop proposals for the 2009 annual Pennsylvania Land Conservation Conference to be held May 7-9 in State College. The conference theme is "Connecting Communities To Creeks."

* Thinking Like a Watershed Workshop For Teachers November 4
The Pennsylvania Environmental Council and other partners will hold a workshop for 4th through 8th grade teachers in the Chester, Ridley, Crum and Darby watersheds entitled, "Thinking Like A Watershed," on November 4 at Ridley Creek State Park.
* Managing Stormwater Locally Workshop October 29 In Harrisburg
Learn how to better manage local stormwater problems at a workshop for local officials and interested citizens on October 29 at the C. Tedd Lick Wildwood Conference Center atHarrisburg Area Community College.
* Fish and Boat Commission Creates Sinnemahoning Creek Watershed Restoration Program
The Fish and Boat Commission has approved a program to award grants of up to $100,000 to projects to restore the Sinnemahoning Creek Watershed, which was damaged in a June 30, 2006 train derailment in rural Norwich Township, McKean County.
* ClearWater Conservancy Needs Volunteers for Stream Buffer Planting In Centre County
The ClearWater Conservancy and its partners will hold two stream buffer planting events on October 25 at the Penn State Sheep Farm and on October 30 along Spring Creek near Fisherman's Paradise.
* York, Adams Conservation Districts Offering Rain Barrels To Residents
The York and Adams County Conservation Districts are offering their residents 55, 60 or 80 gallon rain barrels to help protect watersheds by reducing the amount of stormwater getting into local streams.

* October PA Center For Environmental Education Newsletter Now Available
The October issue of the EE Connections newsletter from the Pennsylvania Center for Environmental Education is now available online. This month's features include:
* Community College of Philadelphia Breaks Ground On Green Buildings
The Community College of Philadelphia broke ground on a $31 million expansion and redesign of its northeast Regional Center. The multifaceted project is expected to create the first nationallycertified, "green" college facility in Philadelphia.
* PROP Sponsors Green Building, Municipal Waste Update Workshops October 20, 31
The Professional Recyclers of Pennsylvania Municipal Committee is sponsoring two meetings-- one in Pittsburgh on October 20 and one in the east in Wrightsville on October 31 from 10 a.m. to 2 p.m. Both meetings will be held in Certified Green buildings with building tours included in the day’s events.

* Air Products Launches Hydrogen Fueling Station, Two Hydrogen Powered Buses
Air Products officially commissioned a new hydrogen fueling station in Allentown and two hydrogen-powered buses as part of a Hydrogen Education Initiative.
* Commonwealth Finance Agency Awards More First Industry Grants/Loans
The Commonwealth Finance Agency this week approved grants and loans to support Pennsylvania's agriculture industry and tourism.

* DEP Forms Stakeholder Groups To Implement Alternative Energy Programs Adopted in July
The Department of Environmental Protection this week announced the formation of two stakeholder groups to help the agency develop the grant and financial assistance programs for businesses and consumers adopted in July as part of Special Session House Bill 1 (DePasquale-D-York).

* Creating a New Climate for Action - Campaign Provides Tools for Students
To honor Child Health Day, U.S. EPA’s Office of Children’s Health Protection and Environmental Education is launching a campaign to educate middle and high school students about climate change, its effects on children’s health, and actions teens can take to reduce greenhouse gas emissions and become Climate Ambassadors in their communities.

The Public Utility Commission announced it will hold a special en banc hearing focused on the current and future wholesale electricity markets on October 23 in Hearing Room 1, Keystone Building, Harrisburg starting at 12:30 p.m.

Over 600 students in grades K through 12 across the Commonwealth tapped into their creativity and designed posters that spread the word about the importance of renewable energy.

A new PPL Utilities landfill gas-to-energy generation facility was approved this week by the Department of Environmental Protection.

Gov. Rendell will convene a statewide summit of local government, community, religious, labor and volunteer leaders on October 14 to develop strategies to help Pennsylvanians stretch their heating resources so that they can stay warm all winter.

* Fish and Boat Commission To Acquire Erie County Properties To Improve Access
The Fish and Boat Commission Board voted this week to pursue acquisition of three properties in Erie County in order to enhance public fishing opportunities..

* North American Symposium On Bat Research Includes Teacher Workshop October 25
The 38th North American Symposium on Bat Research will be held in Scranton on October 22-25 and will feature a teacher education workshop on the final day of the Conference.

The Environmental Quality Board published final air quality regulations covering certain consumer products, architectural and industrial coatings. The EQB also gave notice that its October 21 meeting is canceled.

The Department of Environmental Protection published notice of a final policy changing Pennsylvania's Nonpoint Source Management Program and a draft policy on continuous emission monitoring. DEP also published notice of another change to its permit process for Marcellus Shale gas well development, proposed a general permit for processing and use of gypsum wallboard and notice of an updated list of organizations certified for radon-related activities(PA Bulletin page 5717).
