* CBF: Pennsylvania's Budget Proposal Does Little To Address Chronic Underfunding For Cleaning Up Water Pollution

On February 4, the Chesapeake Bay Foundation-PA issued the following statement from Pennsylvania Executive Director Shannon Gority, in response to Gov. Tom Wolf’s $37.8 billion General Fund budget proposal for fiscal year 2021-22.

* Wolf Budget Proposes Energy Communities Trust Fund To Ease Transition Of Workers, Communities Impacted By Power Plant Closures

On February 3, Gov. Tom Wolf’s FY 2021-22 budget includes one new environmental and energy proposal to create an Energy Communities Trust Fund to provide direct support to dislocated workers and communities experiencing impacts from the closure of existing power plants.

* AP: Senate, House Operating Costs Soared In 2019-20; Surplus Grew To Over $200 Million

On February 4, the Associated Press reported the money the Senate and House spend to operate their own offices grew by more than $30 million in 2019-20 and they added $28 million to their own operating surplus, which is now over $200 million.

On February 1, the Department of Conservation and Natural Resources and the PA Organization for Waterways and Rivers (POWR) announced the Shenango River in Crawford, Lawrence and Mercer counties has been voted the state’s 2021 River of the Year.

* Diverse Group Of Agriculture, Conservation Partners Launch Project To Help Farmers Install Conservation Practices In 3 Watersheds In Lancaster, Dauphin & Lebanon Counties

A diverse set of agriculture and conservation partners has launched a project in the Chiques, Conoy and Conewago watersheds in Lancaster, Dauphin and Lebanon counties to provide sampling and data collection, outreach, technical assistance, and funding assistance to interested farmers.

* Forbes Trail Chapter Of Trout Unlimited, Partners To Study Fish, Habitat Health In Linn Run Watershed, Westmoreland County

On February 4, the Forbes Trail Chapter of Trout Unlimited announced it will begin an extensive two-year study of wild trout in Linn Run near Rector, Westmoreland County. 

* State, Local Partners Made Record Progress In 2nd Year Of Chesapeake Bay Watershed Implementation Plan

On February 3, the departments of Environmental Protection, Agriculture, and Conservation and Natural Resources announced state and local partners made record progress in 2020 on the Phase 3 Watershed Implementation Plan to improve the health of Pennsylvania’s portion of the Chesapeake Bay Watershed.

The Department of Environmental Protection published notice in the February 6 PA Bulletin it has received a proposal under the Environmental Good Samaritan Act to plug and abandon oil and gas well in Stevens Township, Bradford County from SWN Production Company. (PA Bulletin page.720)

* DCNR Good Natured Pennsylvanians: Tributes To Patrick J. Solano From DCNR

On a muggy late August day in 2016, the temperature was climbing as a group of several hundred awaited the chance to applaud the guest of honor. It was the official opening of the Patrick J. Solano Environmental Education Center at Frances Slocum State Park, and probably each attendee had a different reason for being there.

On February 1, Mia Majetschak, an Advanced Master Naturalist in Florida, reported to PA Environment Digest one of the endangered Piping Plovers from Presque Isle State Park in Erie is healthy and well at Honeymoon Island State Park in Dunedin, along the Gulf Coast in Florida near Tampa.

* PA Solar Center To Recognize Solar Energy Leaders In Central PA On Feb. 11

The Pennsylvania Solar Center will host the first Lodestar Awards ceremony at a virtual event on February 11 to recognize businesses, organizations, and municipalities in Central Pennsylvania with the foresight and vision to successfully go solar, as well as those who support or work in the solar industry.

* PA Environmental Council Updated Survey Shows Trail Use Increased 17% In 2020, Some Trails By Over 150%

On February 3, the PA Environmental Council released an updated report on trail use across the state and how it was affected by the pandemic and found a 17 percent increase in use during 2020 with individual trails recording over 150 percent increases.

* PA Wilds Outdoor Discovery Atlas Showcases Rural Region's Unique Recreation, Travel Destination Assets

On February 3, the PA Wilds Center for Entrepreneurship released a new online and print PA Wilds Outdoor Discovery Atlas of travel inspiration and useful details for navigating to some of the region’s most popular destinations as well as other points of interest.

Vote today for five Pennsylvania trails included in the USA Today 10Best Competition for recreation, riverwalk and urban kayaking trails.  Voting ends February 15.

The  Senate Appropriations Committee and House Appropriations Committee announced their schedule of hearings on Gov. Wolf’s FY 2021-22 budget request.  The hearing schedule is frequently changed, of course.

* Republicans On Senate Environmental Committee Approve Letter Urging IRRC To Disapprove Reg. Reducing Carbon Pollution From Power Plants

On February 3, the Republicans on the Senate Environmental Resources and Energy Committee approved a letter to the Independent Regulatory Review Commission recommending they disapprove of a proposed Environmental Quality Board regulation reducing Carbon Pollution from Power Plants.

On February 5, the U.S. Environmental Protection Agency announced a settlement with the City of Pittsburgh and the Pittsburgh Water and Sewer Authority that will require them to adhere to a schedule of corrective actions to address stormwater inspection and enforcement violations.

* Appalachian Regional Commission: Applications For POWER Grants To Help Communities Impacted By Loss Of Jobs From Declining Coal Industry

The Appalachian Regional Commission will soon be accepting applications for grants under the POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Program to help communities and regions affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries.

* Agriculture Reminds Farmers To Apply For First-Come, First-Served REAP Farm Conservation Tax Credits

On February 5, Agriculture Secretary Russell Redding reminded farmers to apply by March 1 for $13 million in tax credits to help pay for conservation measures to improve soil and water quality through the Resource Enhancement and Protection Program.
