* We Have A Budget; Environmental Riders In Limbo; State-Related Universities Not Funded

In the absence of a House vote Wednesday on the House Republican Tax Code bill, and after the House rejected an opportunity to debate a natural gas severance tax 115 to 83, Gov. Wolf took unilateral action to fill the biggest part of the state’s $2.2 billion budget deficit by proposing to float a $1.25 billion bond using revenue generated by the Liquor Control Board.

* PA Resources Council To Honor 4 For Environmental Stewardship Nov. 9

The PA Resources Council will present its 2017 Environmental Leadership awards to four organizations that have demonstrated their commitment to stewardship at its annual Awards Celebration on November 9th, at the Villanova Hotel and Conference Center in Philadelphia.

* PA Organization For Watersheds & Rivers, DCNR Accepting Nominations For 2018 River Of The Year

The PA Organization for Watersheds and Rivers and the Department of Conservation and Natural Resources are now accepting nominations for the 2018 River of the Year from nonprofit organizations.  The deadline for nominations is November 6.

* House Environmental Committee OKs Stormwater Act Exemption Bill, Resolution Against Delaware Drilling Ban

The House Environmental Resources and Energy Committee Tuesday reported out legislation exempting high tunnel greenhouse structures from the Stormwater Management Act and approved, by a largely party-line vote Republicans supporting, a resolution against a proposed Delaware River Watershed drilling ban.

* House Consumer Affairs Committee OKs Natural Gas Pipeline Safety Bill

The House Consumer Affairs Committee Wednesday amended and reported out to the full House Senate Bill 242 (Baker-R-Luzerne) adding unconventional and larger conventional natural gas gathering lines to the PA One Call utility safety program.

* DEP Citizens Advisory Council To Hear Presentation On Conowingo Dam Impact On Water Quality Oct. 17

At its October 17 meeting, the DEP Citizens Advisory Council will hear a presentation on the water quality impacts of the Conowingo Dam on the Susquehanna River now that its reservoir is no longer effective at stopping sediment from flowing into the Chesapeake Bay.

* DCNR Offering PennVEST-Funded Grants To Plant Trees Along Streams; Snowmobile/ATV Trail Grants

The Department of Conservation and Natural Resources Tuesday announced $1 million in PennVEST-funded grants are being made available to assist landowners with planting trees along streams in Pennsylvania to improve water quality.  Grants are also available for snowmobile/ATV trails.

Keep Pennsylvania Beautiful Thursday reported a 79 percent reduction of cigarette butts in targeted areas within State Parks participating in the 2017 Cigarette Litter Prevention Program.

* Recyclebank Green Schools Grant Program Accepting Proposals In Participating Communities

Recyclebank, the incentive-based community recycling program, is now accepting applications for its Green Schools Program to provide funding for local green projects in schools in areas served by Recyclebank.
