Senate/House Bills Moving

The following bills of interest saw action this week in the House and Senate--

Senate

Stormwater: Senate Bill 1261 (Erickson-R-Delaware) specifically authorizing authorities to undertake stormwater projects was passed by the Senate and now goes to the House for action.  A summary and Senate Fiscal Note are available.

Composting On Preserved Farms: Senate Bill 1298 (Smucker-R-Lancaster) authorizing composting facilities under the farmland preservation program was passed by the Senate and now goes to the House for consideration.  A summary and Senate Fiscal Note are available.

Professional Licensing: House Bill 1054 (Mustio-R-Allegheny) further providing for continuing professional competency requirements under Engineer, Land Surveyor and Geologist Registration Law was passed by the Senate and now returns to the House for a concurrence vote.  A summary and Senate Fiscal Note are available.

Fuel Testing: Senate Bill 341 (Greenleaf-R-Montgomery) establishing an Automotive Fuel Testing and Disclosure Program was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.   A summary and Senate Fiscal Note are available.

Billboards:  Senate Bill 477 (Browne-R-Lehigh) providing for compelled removal of noncomplying billboards was reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.  A summary and Senate Fiscal Note are available.

Historic Preservation: Senate Bill 1150 (Smucker-R-Lancaster) establishing an historic preservation tax credit was amended and reported from the Senate Appropriations Committee and is now on the Senate Calendar for action.  A summary and Senate Fiscal Note are available.

Lyme Disease: Senate Bill 210 (Greenleaf-R-Montgomery) creating a task force on Lyme Disease was referred to the Senate Appropriations Committee.

Legislative Service Agencies: Senate Bill 1080 (Greenleaf-R-Montgomery) consolidates five legislative agencies into two: a new PA Office for Research and Public Policy combining the duties of the Joint State Government Commission, Legislative Budget and Finance Committee, Joint Legislative Air and Water Pollution Control and Conservation Committee and the Center for Rural Pennsylvania and combining the Legislative Reference Bureau, Legislative Data Processing Committee and the Capitol Preservation Committee into the Government Support Agency was amended and reported from the Senate Intergovernmental Operations Committee and referred to the Senate Appropriations Committee.

House

Air Pollution Plans: Senate Bill 304 (MJ White-R-Venango) further providing for public review of State Air Quality Improvement Plans was removed from the Table and referred into and out of the House Appropriations Committee and passed by the House.  A summary and House Fiscal Note are available.  The bill now goes to the Governor for his action.

Flood Property Tax Abatement: House Bill 1913 (Culver-R-Northumberland) authorizing the abatement of real estate taxes because of destruction or damage caused by Hurricane Irene or Tropical Storm Lee was referred into and out of the House Appropriations Committee and passed by the House.  A summary and House Fiscal Note are available.  The bill now goes to the Senate for action.

Flood Recovery Project List: House Bill 1915 (Boback-R-Columbia) providing for an itemized list of $50 million worth of flood-damaged highway and bridge projects to be repaired was referred into and out of the House Appropriations Committee and was passed by the House.  A summary and House Fiscal Note are available.  The bill now goes to the Senate for action.

Mandated Recycling: House Bill 1934 (F.Keller-R-Snyder) excluding people residing in federal or state facilities for determining when a municipality must recycle was amended on the House Floor and referred into and out of the House Appropriations Committee and was passed by the House.  A summary and House Fiscal Note are available.  The bill now goes to the Senate for action.

Flood Recovery Project List: House Bill 1916 (Millard-R-Columbia) providing for an itemized list of public improvement projects for flood protection and flood damage repair was reported from the House Appropriations Committee and is on the House Calendar for action.

Small Business Flood Relief: House Bill 2077 (Masser-R-Columbia) establishing a $15 million small business flood relief program was amended and reported from the House Appropriations Committee and is on the House Calendar for action.

Flood Recovery Projects: House Bill 2242 (Baker-R-Tioga) providing for a Capital Budget to repair flood-damaged highways was amended and reported out by the House Transportation Committee and referred into and out of the House Appropriations Committee and is now on the House Calendar for action.
            NewsClips: House Panel Approves Flood Road Repair Bill

Railroad Flood Recovery Projects: House Bill 2245 (Bobak-R-Columbia) establishing the Flood Disaster Railroad Assistance Project List totaling $2.6 million was referred into the House Appropriations Committee, amended and reported out of Committee. The amendment took $2.6 million from the Rail Freight Assistance line item to fund the bill. The bill is now on the House Calendar for action.

Watershed Disaster Recovery Account:  House Bill 2244 (Major-R-Susquehanna) establishing the Watershed Disaster Reconstruction Account with funds from the Surface Mining Conservation and Reclamation Fund was amended and reported out of the House Finance Committee and Tabled.  The amendment allocated $1.3 million for the payment of the state's share to secure NRCS funding for stream restoration instead of from the Surface Mining Conservation and Reclamation Fund.

Geospatial Council: House Bill 1701 (Cutler-R-Lancaster) establishing the State Geospatial Coordinating Council was removed from the Table and referred to the House Appropriations Committee.
